The
Butler County L.E.P.C. meets on a quarterly basis in various locations
throughout the county. Our members are representatives from every walk of
life including industry, the private sector, public safety and government
agencies.
On December 4, 1984, forty-four tons of a poisonous gas were released into the air at Bhopal India killing at least 2,500 people and severely injuring many more. Subsequently, the United States Congress and the President enacted legislation called the Superfund Reauthorization Act of 1986 or S.A.R.A. SARA contained three parts; Title I, Title II, and Title III. SARA Title III contains the Emergency Planning and Community Right-to-Know Act or E.P.C.R.A. The primary objective of this legislation is to improve local emergency response to accidental or unplanned releases of hazardous substances and to provide citizens and local government access to information on substances located in the community. States acting on this federal mandate formed Local Emergency Planning Committees to comply.
Members of the Butler County LEPC are appointed annually by the Board of County Commissioners whose appointments are then approved by the Kansas Commission on Emergency Planning & Response. Your LEPC is tasked with tracking spilled and released substances of reportable quantities, writing and maintaining the county's emergency plan for dealing with hazardous materials, and ensuring that all emergency responders are adequately trained and equipped to deal with hazardous material emergencies. Although mandated by state and federal laws, the local emergency planning committee receives no funding to comply with its directive.
